Purpose
This page documents the factual timeline and origin of the HAIL tactical medical communications capability, which I conceived and documented prior to the formation of R.A.I.N. Technologies LLC. It is published to clarify provenance using primary-source documentation. Subsequent public materials associated with HAIL and R.A.I.N. Technologies LLC, including statements by Stone Hazlett, have attributed origination elsewhere; this record presents the underlying timeline and documentation so that provenance can be evaluated directly.

2017–2019: Conception and Documentation
Between 2017 and 2019, I conceived and documented the foundational concept, system architecture, UX designs, and workflows for a tactical medical communications capability.

June 5, 2019: Formation of R.A.I.N. Technologies LLC
R.A.I.N. Technologies LLC was formed on June 5, 2019.

At formation, RAIN adopted an Operating Agreement and held its initial meeting.

August 1, 2019: Resignation
Effective August 1, 2019, I resigned as a Member/Manager of R.A.I.N. Technologies LLC pursuant to Section 6.2.3 of the Operating Agreement.

- Was accepted as written by the remaining members
This resignation affected role and governance status only.

2019–Present: Commercialization and Attribution
Following my departure, RAIN developed and marketed a product later known as “HAIL,” reflecting a similar foundational architecture and workflow model to the concepts I documented prior to the company’s formation.
Referenced public material:
I dispute that attribution based on the documented timeline and the absence of any written assignment or transfer of my pre-existing intellectual property.
In private correspondence, RAIN leadership asserted that the company owned the intellectual property “since inception” and that I “relinquished ownership” upon departure. Those assertions are not supported by the documentary record below, and the underlying ownership and attribution issues remain unresolved.
The underlying correspondence is not published here in order to preserve privacy and to keep this record focused on primary-source documentation. It can be made available to appropriate professional audiences, including legal counsel, as needed.
